Why would the US spy on its greatest ally? If indeed it was a spy ship, they'd probably wouldn't inform Israel about it, which would mean the IDF would assume it's an Egyptian ship. As you know, this was in the midst of an all out war. The only thing stopping friendly fire in wars is that each unit is informed of the locations of other units. Miscommunication is the prime reason for such incidents, such as in operation cottage.

It was 11 total dead to friendly fire on BOTH sides - due to heavy fog and Japanese mines as well as soldiers firing into the fog.
